Does Independence Blue Cross cover IVF?
What Independence Blue Cross (IBX) publishes about covering IVF and other fertility treatment, in its own words, with the document each statement is in.

Not on its individual plans. Independence Blue Cross's 2026 individual Personal Choice PPO policy and its plan information page exclude assisted fertilization such as IVF, GIFT and ZIFT, and the policy excludes injectable drugs prescribed only to help conception. The same policy covers artificial insemination, with a $15 copayment per procedure at preferred providers. We could not read an Independence medical policy or employer contract, so a plan through work can differ.

“serving the health insurance needs of Philadelphia and southeastern Pennsylvania”
On its plan information page
Independence lists assisted fertilization such as IVF, GIFT and ZIFT among the services its health plans do not cover, and says the summaries are a partial list: your contract decides.
“Assisted fertilization techniques, such as in vitro fertilization, GIFT, and ZIFT”
“The benefits summaries available online and via mail represent only a partial listing of benefits and exclusions of the plans. Benefits and exclusions may be further defined by medical policy.”
Artificial insemination is covered
The 2026 individual PPO covers artificial insemination, including with donor sperm, at 100% after a $15 copayment per procedure at preferred providers.
“Artificial Insemination 100%, after a Copayment of 50% $15 per procedure.”
“Artificial Insemination Services performed by a Professional Provider for the promotion of fertilization of a recipient's own ova (eggs) by the introduction of mature sperm from partner or donor into the recipient's vagina or uterus”
Fertility injections
Injectable drugs prescribed solely to enhance or help conception are excluded.
“Injectables used for the treatment of infertility when they are prescribed solely to enhance or facilitate conception;”
Whether your Independence Blue Cross plan covers IVF
The Independence Blue Cross policy says how it pays for IVF when a plan includes it. Three things decide whether yours does.
- 1.Your employer's choice
Most people with Independence Blue Cross coverage get it through work, and the employer picks the benefits. About 50% of employers with 500 or more workers now cover IVF.
- 2.Your plan type
A fully-insured plan follows the law of the state it is issued in. A self-funded plan, which 67% of covered US workers have, does not: it covers whatever the employer chose.
- 3.Your state's law
Some states require fully-insured plans to cover IVF, some require insurers only to offer it, and most require nothing. Your state's line is below.
What specific employers publish about their fertility benefits, including which insurer or benefit company runs them: companies that cover IVF.
Does Independence Blue Cross cover IVF in Pennsylvania?
Pennsylvania's insurance law applied to a Independence Blue Cross plan issued there. A state law reaches plans issued in that state, usually your employer's state, not where the clinic is.
Independence Blue Cross in Pennsylvania
Not because of state law: Pennsylvania has no law requiring private plans to cover IVF, so IVF under an Independence Blue Cross plan there depends entirely on what the employer chose (or, for a plan you buy yourself, on the plan's own terms). Pennsylvania law and clinics

How to see what your Independence Blue Cross plan covers
A policy or program page is a summary. Your own plan's documents are what it pays by.
- 1Read your contract: Independence says its plan summaries are a partial list and the contract decides what is covered.
- 2On a plan through work, ask HR whether your employer added fertility or assisted reproduction coverage.
- 3Call 1-866-346-2081 (TTY 711), the number Independence prints for plan questions, and ask whether IVF and fertility drugs are covered.
