Does Regence cover IVF?
What Regence BlueCross BlueShield and Regence BlueShield publishes about covering IVF and other fertility treatment, in its own words, with the document each statement is in.

Not on the Regence individual plans we read. Its 2026 individual and family policies for Utah and Oregon exclude assisted reproduction regardless of the underlying condition, naming IVF, artificial insemination, embryo transfer and freezing eggs, sperm or embryos, and they exclude treating infertility, fertility drugs included, beyond the tests to diagnose it. We could not read a Regence employer plan document or medical policy, so a plan through work can differ: its own documents decide.

“Regence health plans are Independent Licensees of the Blue Cross and Blue Shield Association serving members in Idaho, Oregon, Utah and select counties of Washington.”
What the individual plans exclude
IVF, artificial insemination, embryo transfer, other artificial means of conception and the surgery, drugs and tests that go with them, and freezing, storing and thawing eggs, sperm or embryos. The exclusion names no exception for freezing before cancer treatment.

Tests only
Services needed to diagnose infertility are covered; treating it, fertility drugs included, is not. The summaries of benefits list infertility treatment among the services the plans do not cover.

“Infertility treatment • Routine foot care, except for diabetic patients”

Whether your Regence plan covers IVF
The Regence policy says how it pays for IVF when a plan includes it. Three things decide whether yours does.
- 1.Your employer's choice
Most people with Regence coverage get it through work, and the employer picks the benefits. About 50% of employers with 500 or more workers now cover IVF.
- 2.Your plan type
A fully-insured plan follows the law of the state it is issued in. A self-funded plan, which 67% of covered US workers have, does not: it covers whatever the employer chose.
- 3.Your state's law
Some states require fully-insured plans to cover IVF, some require insurers only to offer it, and most require nothing. Your state's line is below.
What specific employers publish about their fertility benefits, including which insurer or benefit company runs them: companies that cover IVF.
Does Regence cover IVF in your state?
Each state's insurance law applied to a Regence plan issued there. A state law reaches plans issued in that state, usually your employer's state, not where the clinic is.
Regence in Utah
Not because of state law: Utah has no law requiring private plans to cover IVF, so IVF under a Regence plan there depends entirely on what the employer chose (or, for a plan you buy yourself, on the plan's own terms). Utah law and clinics
Regence in Idaho
Not because of state law: Idaho has no law requiring private plans to cover IVF, so IVF under a Regence plan there depends entirely on what the employer chose (or, for a plan you buy yourself, on the plan's own terms). Idaho law and clinics
Regence in Oregon
Not because of state law: Oregon has no law requiring private plans to cover IVF, so IVF under a Regence plan there depends entirely on what the employer chose (or, for a plan you buy yourself, on the plan's own terms). Oregon law and clinics
Regence in Washington
Not because of state law: Washington has no law requiring private plans to cover IVF, so IVF under a Regence plan there depends entirely on what the employer chose (or, for a plan you buy yourself, on the plan's own terms). Washington law and clinics

How to see what your Regence plan covers
A policy or program page is a summary. Your own plan's documents are what it pays by.
- 1On an individual plan, read the exclusions in your policy: the 2026 plans we read exclude assisted reproduction and infertility treatment.
- 2On a plan through work, ask HR for the plan document's infertility section: we could not read a Regence employer plan, and employers choose their benefits.
- 3Call the customer service number on your Regence card and ask whether IVF, IUI and fertility drugs are covered.
